Edward and Anne Bielucke are relieved that after waiting 20 years, they are finally about to see work start on a drain project that should take pressure off their flood-plagued street. As city and county officials proudly announced the groundbreaking for the $22.6 million Termino Avenue Drain Project that has been decades in the making and will take about two years to reach the area where the Bieluckes live, Edward had an observation.
